How can I transfer money from my (ASB) bank account or debit card into PayPal? I have searched online and all I found are steps that lead me to my Wallet but I do not have the Transfer button
If you only have the withdrawal option then it means the option to add funds to a paypal balance is not available in your country.
However as a buyer you don't need funds in your balance as when you purchase something paypal will auto take from any linked /confirmed bank account or cards.
