Money sent to Ukraine will be available by August 27th, 2022. What?

I sent money to someone in the Ukraine to support their efforts against Russia. Paypal says it will be available by August 27th, 2022. How can I speed that up?  Or cancel it?

The option to receive paypal payments is sadly not available in the Ukraine.
They can only send payments for purchases funded by a (confirmed) credit card.

Paypal varies a lot country to country and can only offer the services that the banks / governments of that country allow it to offer.
There are quite a few countries unable to receive paypal payments.

@ tagfin - I too am having a similar issue and I have concluded that PayPal cannot be trusted / is **bleep**.  To test things we had sent $1 to a cousin in Ukraine...and it went through no problem.  So we tried more, and we get some error.  Luckily for us we didn't get what you got saying it would be available in August. If what kernowlass is true, then why did they allow the payment to go through and what the heck is going to happen to it in August??  So frustrating!
