Money not received by seller

I sent money to a seller and after I completed the transaction, PayPal said the email wasn’t active and the seller had 10 days to create an account. The account has been created, and my money has been “sent” and withdrawn from my bank, but the seller cannot see the transaction. This was done Oct 11 and she still cannot see funds in her account on Oct 23.
