Money in a Permanent Limitation Account

Hi, I had permanent limitations on my acc. The amout was kept 180 days, I couldn’t withdraw it for the same Limitations reason which is using Paypal in a different country from the one I created it in, the support team said I can withdraw them only to a different acc, Now: can I make a new account and use a current linked card to the old Acc? If not, can I add a different visa card to my new account BUT its not from the same country I live in? I live in Egypt and my bank cards from Turkey.. Thanks

You have a Saudi Arabian paypal registered account which will not work properly in Egypt !!

You won't be able to withdraw funds using another countries paypal account unfortunately.

I know that already, I got the permanent limitations though, I am asking about the next step to withdraw the money after keeping them for the 180 days 

coz paypal didn’t let me to transfer the amount to my cards

You can't withdraw funds from ANOTHER COUNTRIES REGISTERED PAYPAL ACCOUNT.
