Merchant shipped item after 30 days

I placed an order and a pending charge appeared on my PayPal account.  The merchant did not ship the item and after 30 days the pending charge disappeared.  Today I got an email from the merchant saying the item was shipped.  Now what?  The pending charge has already dropped off PayPal.

You can wait until the item arrives and if you are happy with it then contact the merchant and offer to pay again?

If the item is not as described when you receive it then contact the merchant and offer a return if they provide a postage label for the return.
