Merchant checks out: PayPal seems to be the issue

The merchant's records and emails to me show that I was refunded my money -- the full amount. My messages from PayPal show that the full amount was not refunded. I have several emails from PayPal like this which show the amount refunded is way less than the purchase price! This is the first time PayPal has ever been messed up for me. I don't understand it and what do?
