List of countries which are forbidden to receive money

Dear support team,

When I try to send money as private transaction (e.g.  to a friend) in EUR to Belarus (BY) I get the following error: "The country you're trying to send to can't receive this payment". Where can I see the list of all countries which cannot receive the payment? Would be great to have a help page with that information available to the public.

The option to receive Paypal payments is sadly not available in Belarus.
They can only send payments for purchases funded by a (confirmed) credit card.

Paypal varies a lot country to country and can only offer the services that the banks / governments of that country allow it to offer.
There are quite a few countries unable to receive Paypal payments.

Select a country from the list in the link and at the top of the page in the blue band it will show you what options are available for that country.

I see the following menu for Belarus, is this the "blue band with options"?

If individuals are allowed to receive money, how that will be displayed in that menu? For example, for UK I see "Request Money" – is that the item I should check? Thanks!

Just go into another countries paypal account and you can see how that menu differs.
