LINK US BANK ACCOUNT, cannot transfer money from PayPal

Recently transformed my PayPal into a business (to be able to accept payments on shopify,) and now cannot transfer any money out to the cards that I had added to my account pre transformation. 

As I understand this may be an error due to the account being located in Monaco?

Regardless very confusing and needs resolution, please help.

I see you're looking to withdraw your PayPal balance to your card. Not all countries can withdraw via cards. Once you click on the transfer money option, you will be able to see the eligible cards/bank account to withdraw your balance. It looks like you can only withdraw to a bank account.
