Issue with sending money on paypal

I am trying to send money across to a friend but whenever i press send i get "you cant send money at the moment" and saying there is an issue with my account

Are you using the friends/family option?

If so then does your friend have a paypal business account?

If so then that type of account cannot receive friends/family payments any longer.

I too have this issue I don't know what could be causing it, i have no pending transactions no subscriptions or any help query's pending either.
