Issue with Patreon payout to PayPal

I am trying to receive money from Patreon via linked to it PayPal account for a several days, but after I'm manually sending money, in a few minutes it comes back to Patreon wallet with such a warning on my e-mail, linked to Patreon.

(if picture doesn't load, then here is the message:

Your payout of $100.54 was returned by Paypal and is now available again in your Patreon account. Please resolve the issue in your Paypal account and then retry the payout in Patreon.

I don't know what issue there is and I can't find anything similar on Help Center.

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

You still can't do commercial transactions and receive goods/services payments.
