I'm trying to withdraw fund from PayPal to STC Pay from past 15 days and still hanged up with this issue

let me know if there's any solution

If its a virtual / digital bank and not confirmed then its not supported?

As mentioned by @kernowlass, if the bank is virtual, that would probably cause failure as PayPal cannot support the use of these types of banks. However, if the bank is a traditional brick and mortar institution, please take a look at these troubleshooting steps.
