Hello - my brother in law sent some money to the wrong person (via friends and family transfer) and is now asking for a refund. This 'wrong' person is collaborating but afraid that they'll be charged something by paypal for refunding my brother in law. Are there any refund fees for those issuing the refund? Thank you!

Not on friends/family payments no. The recipient does not pay a fee on a f/f payment only the sender pays a fee and only then IF they fund it via their card and not balance or bank account when it is free.
Advice is voluntary.
