Is there a charge on transactions within same country?

I made a payment of 20 euros to someone and he received 18.97.Why is that?Transaction was within same country.Is there some charge?And how can I calculate that?Could it be some setting of the recipient's account?

Sellers pay fees, so any payment sent using goods/services incurs a fee that the seller pays.
That is how paypal fund the service and pay their staffs wages !
