Is it possible to pay from a Kazakhstan account to a Ukrainian account?

Well, my question is quite simple, can a person with a Kazakhstani PayPal account send me money to a Ukrainian PayPal account? I know that this is impossible from Russia, but I’m not sure about Kazakhstan

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

However the friends/family option is not available in every country.
Unfortunately I think Kazakhstan is one of those countries so would not be able to send payments to the Ukraine.
You still can't do commercial transactions and receive goods/services payments.
