Is it common for PayPal to put a hold on money gifted from a friend?

Trying to receive money from a friend but PayPal is saying that the money is on hold and asking if I will be sending a product or if it was a service.  Did I set up my account wrong?  The money is from a friend.

Your friend must have sent it the wrong way and used goods/services instead of the friends/family option.
