I sent money to a friend, but I used Goods and Services instead of Friends and FAmily, can this be rectified without losing money?
I sent it free, but he mentioned he only got a portion, and it looks like we were charged 4%.

Unfortunately you can't change a completed payment.
Even if he refunded any fee he was charged is not returned as part of the refund made.
He or you could contact customer services and request if they will nullify the fee as a goodwill gesture?
