Thank you for posting your question in the Community. I understand the importance of accessing your funds, and I'd be happy to clarify things a bit more. If your withdrawal has been placed on hold pending a review, you should receive an update via email once the review is complete. The withdrawal will either complete and be transferred to the card, or canceled and be added back to your PayPal balance. I don't recommend adding financial information to your account that is not in your name as it can cause issues when transferring funds. In most cases, the card issuer will reject the funds if the name on the PayPal account does not match the name in their records.
