I sent some money to another account, they only received part of it.

In simple terms, it was something like this:
I sent $100, and $100 was debited from my account.
The receiver only received $80 and the remaining $20 was deducted by Paypal as some kind of fee.

Fees + cross border and currency conversion fees are in paypals user agreement for each country.

I understand that, but why was it not debited from my account at the time of transaction? Or specified in any way? Then I would have adjusted my transaction amount so that the receiver actually receives the full amount they require. There was no breakdown of taxes/fees provided, I only came to know when the receiver told me about it.
