I'm trying to link bank acount (Bank of America)error message saying that the bank is disabled

In this situation, the best thing to do would be to contact our Customer Care department. You can do this by going to the ‘Contact Us’ link at the bottom of every PayPal page. You will then see what contact options are available to you.

I contacted them but they didn't respond, I seem to be only talking to a BOT, and when I ask for the support team, it says that They are not available.

Not sure you can do that in Algeria.
