Is it a credit visa and does the billing address match your paypal account address.

Have you added and confirmed it with the 4 digit code?

PayPal refuses to give me the option to withdraw my money to a second card
I cannot even delete an old card. It asks me to cancel an automatic transfer
I actually did that, but the problem still persists

I am sorry to know that you're having issues withdrawing funds. Each time you make a transaction from your PayPal account it goes through a series of filters to determine how much potential risk may be involved, If the system deems a payment to be a potentially high risk, the system may limit the transfer options or block the transactions from going through all together. We really wouldn't be able to say what may have caused in this case. However, potential triggers include a variance in the login location and computer ID, or multiple unsuccessful payment attempts within the same day, mismatching your personal information between your bank and PayPal account. Also, you can only withdraw funds to Visa card or US bank only, here's the Help Center Article to remove the card. You may not be able to remove a card if there's a pending transaction, or if your card was used as the backup payment method for a recent payment. In this case, you may try again at later time or after a couple of days.
