I have two paypal accounts. A customer mistakenly sent money to the new a/c where it is on hold.

As per the title, I find myself unable to release or refund money from a newly setup account.

 

This customer has previously paid me by bank transfer but has now mislaid my bank details. He therefore send money for goods which have been sent and delivered to him (with tracking) via paypal to one of my business email addresses which happens to have a recently created but so far unused paypal account. This has also resulted in paypal fees being deducted.

 

I would like to refund the payment in its entirety then the customer can pay me via bank transfer. However the refund request repeatedly fails "We can't process any refund right now due to technical reasons. Please try again later."

 

I can't even release the net funds as paypal rejects my attempt to add the tracking information from the shipment that has already been delivered.

Firstly be careful as you are only allowed x2 paypal accounts if x1 is personal and the other x1 is business, if you have 2 of the same type you risk them both being limited. 

 

Secondly if its on hold then check out the links.

Lastly you can't refund held funds, if they are on hold then any refund would be debited from your bank account.

Also any fee charged is not returned as part of any refund made so refunding the balance when 'cleared' would still be insufficient and the fee element would be deducted from your linked bank account.
