I have tried to cancel a payment because I think it’s gone to the wrong account

I sent a payment through but afterwards I realised it looks like gone to the wrong account.  So, I tried to cancel it, following the instructions provided I went to “Activity” and selected the payment. However, the option to “Cancel” the payment was not provided.  I have tried to contact both the original seller and the holder of the incorrect account without success thus far.  When I then tried to lodge a dispute with PayPal and request a refund I was asked to provide a reason for the dispute - none of the reasons provided fit this situation.  What can I do? Thanks

You only have the cancel option if the payment is unclaimed to an incorrect email address that does not exist so the payment would never complete.

Did you send the funds using friends/family or goods/services, your answer depends on what I can advise.
