I am sorry to know that you're having issues while making a payment and I understand this can be frustrating. Each time you make a payment from your PayPal account it goes through a series of filters to determine how much potential risk may be involved, If the system deems a payment to be a potentially high risk, the system may limit the payment options or block the payment from going through all together. However, potential triggers include a variance in the login location and computer ID, or multiple unsuccessful payment attempt, mismatching your personal information between your bank and PayPal account. In this case, you may try again at a later time by clearing cache and cookies or try using different browser or device to see if that works. If the issue still persists, you may have to add a new payment method to process the payment.
