Is it a card that can be used to withdraw funds in your country?
Only some countries can only use a debit card / some a credit card / some a visa and some a mastercard.
So if its saying you can't withdraw to that card then check the name and billing address exactly matches your paypal information / funds are in the same currency as the card or try another card?
