I am not able to pay to an account

I am not able to pay to an account. I have enough credit and able to pay other users. Please help.

Are they in the same country / same currency?

Are they new to receiving funds, if so check if they have confirmed their email address.

What error message are you getting?

Are you sending using goods/services or friends/family (if available in your country).

Which account type do they have.

I am new to using PayPal. 

I enter the username to whom I am have transfer, then I click send, PayPal throws error saying your transaction is not done. 

If I enter my card details again then after clicking pay it return to previous screen,no error messages and no transaction.

If you don't answer the questions I asked you then I can't help sorry.

Also what do you mean by adding card details? You have to add and confirm a card to your paypal account first before you can use it to pay.
