I Haven't received my refund from 21 October 2024

Hello,
I purchased a GPU on eBay on October 20, 2024. The item was eligible for eBay's money-back guarantee, but after noticing the long shipping time and considering the additional taxes I'd need to pay in Morocco for items over $100, I decided to cancel the order on the same day. I spoke with eBay Support, and the seller accepted the cancellation and refund.
I paid for the item using a VISA card linked to my PayPal account. When I checked my PayPal account, it shows the status as "Refunded to Your Source."
Since October 21, 2024, I have not received the refund. I reached out to eBay, and they confirmed the refund was issued with these details:
- Refund Amount: US $257.91
- Refund Date: October 20, 2024
- Payment Provider Transaction ID: [secret content]
- Payment Instrument Key: [secret content]
- Financial Reference ID: [secret content]
I provided this information to my bank, but they confirmed that no refund has been processed and that I have not received any funds.
To add context, I have no issues receiving refunds on the same card from other platforms, like Fiverr, where the process usually takes 3 days, and I get notified immediately.
It feels like there may be an issue with eBay processing the refund, but eBay Support insists it’s been completed. Can anyone help or advise on what I should do next?

You can reach out to the Support Team during business hours by clicking the contact us option at the bottom of PayPal page for any additional help. If your unable to login or are not in access of your PayPal account, you can connect with us via phone call as "as a Guest" (this does not require you to sign in to your PayPal account.

Hi, I’ve contacted PayPal support, and they said I need to wait 30 days from the refund date, meaning from October 21 to around November 20 or 21. My bank also confirmed today that I haven’t received any refund from PayPal yet, so I’ll wait until then.
I see other people with the same issue, waiting over 30 days without receiving their refund. If I encounter the same problem, where can I go to get my refund? It doesn't feel fair.

Hi, after waiting, PayPal responded to my email and sent this:

After reviewing your account, we found that transaction amount $257.91 USD is an authorization and not a refund to your credit card. An authorization is a temporary hold of money and not a completed charge. Please contact your credit card issuer to request they release authorization [Secret info] as we cannot complete it.

As you can see, this is poor service. After contacting PayPal by email, phone, and even asking the community, each person gives different information. I don’t know what to do. This is unacceptable; PayPal is holding my money, and I can’t find it or get it back in my account. I contacted my bank, and they confirmed that PayPal is responsible for refunding my money. Now, it feels like PayPal is playing games with ebay customers. This is unfair, and I want my money back😡😠.

I have the same issue. The seller indicated that a refund has been accepted and initiated. A few days later the Paypal account showed a refund from the seller and again a few days later it was sent to my credit card. Paypal now shows that the refund is complete. However, the money is not received on the credit card, and the bank says that they do not see any transactions...
According to my Paypal account statement, the money was sent to my card on October 30th.
And I can not report a problem, the because there is an error "We're sorry, you can't file a case on this type of transaction."
