Some one has collected items off me. However the money is on hold. Could he take back the money? And I be without money and the item. Or will I always get paid but have to wait 21 days?

If its marked as completed in the buyers Paypal account then they have paid. The fact its pending on your account and between you and Paypal.
Funds for new sellers are held for 21 days but released more quickly if they provide a tracking number (delivery + 1 day).

Even if the funds were withdrawn to your bank account you would still be obliged to issue a refund if you lose a dispute. The hold is to protect Paypal from bad sellers that refuse to refund if they lose a dispute, meaning Paypal may have to refund the buyer instead putting the sellers account into negative until they pay Paypal back.
