How worst could be PayPal, no call support, no email support, no chat support?

How worst could be PayPal, no call support, no email support, no chat support? I made a payment of 59$ on https://ums.edube.org/ to buy a voucher. It's been a day (24hrs) with no update. I tried calling not connected TOLL FREE NUMBER(S): [removed] (English Service Only) ALL INDIA NUMBER(S): [removed]. 

Tried to get email for complaints, not found.

Went to chat support, from last 5hrs the chat neither any live agent joined nor any email regarding the status.

The status of the payment is still pending. It's the last date to complete my voucher payment to get an organization certificate.

When you pay a company then it is often pending or awaiting authorisation until that company processes your order and captures the pending payment.

If they don't process the order and capture that payment then the pending status times out at 30 days post-payment and returns back to your funding source.
