You can use funds in your balance as long as they are cleared and not pending + they are in the correct currency.
HOWEVER if you can't use your balance then it means paypal expect you to verify your paypal account by adding and confirming a bank account before continuing to be able to use that option. If you can use your balance then it would only be for a while until you have to verify.
