How to contact a real person about resolution centre messages going in circles

I bought a watch on ebay in May 2023 that broke shortly after, just outside ebay's deadline for a dispute. Seller offered a replacement but has not sent it. More importantly, they have not sent a returns label or given me an address to return the faulty watch and ebay no longer releases the address of sellers. I have asked the seller for a refund instead but they are no longer replying to messages.
A claim for a refund in PP resolution center is now going in circles with PP repeatedly asking me for the returns tracking data and me telling PP that I can't return the item as the seller won't tell me where to send it. The page PP sends me to to respond insists on a tracking number and courier, which of course I don't have.
How can I get PP to understand I that I believe the seller is not providing a returns address as they don't really intend to replace the watch and so I need my money refunded instead? Is there a way to talk to a real person? (I'm still happy to return the watch if I know where to send it)

Contact customer services and request the address they want you to return the item back to?
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a private direct message via Social Media on Facebook, Twitter/X, or Instagram pages.

Thank you for the advice. I'll try customer services if a real person answers.
Since your reply I have also asked PP for an address via the RC, although I'm not convinced a real person is even reading my responses otherwise they would have seen my earlier comments saying I couldn't return it.
Unfortunately, with respect to the other suggestions
1. I don't have a paypal phone
2. Live chat isn't live it's a bot (when it is available at all) and does not understand my query
3. I've already sent a message via my account but had no reply
4. I don't use facebook/twitter and at my age I wouldn't really know how to!

1. What do you mean you don't have a Paypal phone? Surely you have a landline or mobile phone you can use to phone paypal?
2. I did say its randomly available and if the bot can't help you are normally transferred to a person.
3. If you sent a message allow a few days for a reply.
4. Don't use Social Media? Fine but what does age have to do with it, I'm 70 and its easy enough to open a Facebook account > put paypal in search and send a message, not rocket science.
