How to answer a demand for contact

Paypal sent me an email saying the cancellation of a payment to an airflight company will not be performed unless I contact somebody, somewhere, somehow before Feb 3. In the Paypal "Help and Contact" and "Contact" links I find only runarounds demanding names of categories and what not. When I fill in a chat text box with my explanation AS DEMANDED BY PAYPAL in their email, the response is :

 

"We are not online at the moment. Please try something else."

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.

On your suggestions:

I received the demand for contact on 21.01.  On 22.01 I tried to make contact.

1. "Paypal phones" : I know how your phones work : a robot voice asks me questions on the category of my issue and when my issue does not meet any

of their suggested categories, the robot voice tells me to call at the very same number I am calling at. I have been there. You do not use

human beings.

2. Live chat is never available.

3. "You can send them a message..." Not true. I tried for an hour to send a message as DEMANDED by you the day before.  Nobody was home.

4. "Facebook or Twitter" I don't use Twitter and Facebook cannot be trusted to keep my information confidential

I still don't know how to contact Paypal as they DEMANDED on 21.01.

I wish to be in contact with a living, breathing human being.
