How do you claim back import charges on goods you had to return?

How do you claim back import charges on goods you had to return? Import charge was paid at the checkout of the sale. Seller says Ebay deal with this. Ebay say the payment provider deals with it which would have been Paypal. Paypal are saying the issue doesn't qualify under their claim headings. Because it was at the time of the sale i would assume it's the responsibility of the seller to refund. Can anyone offer some clarification or experience on this? Tia
