The refund I should of had was £20, but PayPal as only refunded £17. I checked merchant and they confirmed on their system the refund was £20, but PayPal has only refunded £17, £3 pound less then it should be.
You receive a refund in the exact amount the seller sends it.
If you were charged a fee then the seller didn't use the refund option but used the send money option instead.
Also even if he used that option it would have been fine if he used friends/family but for you to have been charged a fee he must have used goods/services.
That is unless it was a cross border transaction in another currency?

Hi Thanks for your response, The refund was from The Works, it was for a item returned because it was damaged. I checked with the works and they confirmed that the refund was £20 and yet PayPal only put £17.
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in). 2. Live chat is also randomly available. 3. You can send them a message, (during business hours you may also be able to message whilst logged out). 4. Have you considered contacting Customer Service via Facebook or Twitter? You can send them a private direct message via Social Media on Facebook, Twitter/X, or Instagram pages.
