I accidentally issued a refund when I shouldn't have. Can I cancel it while it is still pending?

If you funded the refund from a bank account or card then cancelling it would be dependent on your bank or card issuer and if they will stop the payment going through or not.
If they can't then ask the person you refunded if they will pay again after the refund has cleared.
Advice is voluntary.
