How Does Paypal Determine the Local Currency of a Credit or Debit Card?

My credit card can receive money both in EUR and in USD (two separate sub-accounts using the same debit card). 

I'm curious: How does PayPal determine what's the local currency of the card in this case? 

When transferring money (in USD) from my PayPal account to my debit card, it's automatically converted to EURO (using PayPal's currency rates).

Is there a way I can change the default currency of my card? I want to set it as USD. As far as I understood, this could only be done manually, by PayPal (no setting on the PayPal account)

Unfortunately, I do not see any option to contact an agent. I also can't place a call as I'm not in the US.

How should I proceed? My request is to change the currency of my card (and account) to USD.

I understand you have a few questions about card currency, and contact Customer Support. I'll be happy to help! The default currency PayPal has assigned for Serbia is Euro, so whenever you add a new card, that's what will be automatically set up. If you would like to change it, you would want to reach out to Customer Support. You can find the different options for contacting Customer Support on our Help Center here. If you use one of the Social Media options, please send a private message.
