How Do PayPal and my Bank Coordinate Payments When Declined?

Today, I made some purchases online, using PayPal and selecting my bank as the source of funds.  Three payments went through, great. After that, when I tried making a payment at another website, the payment was declined, with a notice from PayPal, suggesting I check with my bank regarding the problem.  My bank told me the problem is that PayPal was not accepting the transaction.

My bank is reachable for service.  PayPal is not. PayPal  uses its software to provide links to articles that do not help understand or fix the problem blocking payment.  The bank says they can have their back office people look at the transaction codes that are not shown to me, and the back office people often can do something that fixes the problem with paypal.  In the meantime, i cannot make payments,  I am working on making other arrangements.

 

Question:  does the fact that the declined payments are not visible in any of the reports available from paypal mean that paypal has no records on the declined transactions?  Is it possible that paypal has records on the declined payments, but hides them from customers to prevent us from asking paypal about those records?

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a private direct message via Social Media on Facebook, Twitter/X, or Instagram pages.
