Which paypal option did you select to send it?
Same country as you?
Same currency?
Funding source you used with paypal when sending?
What does it say next to the transaction in your paypal account?

Hi goods and services. Same currency and country I think. Says transaction completed.

In that case contact the 'wrong' email address holder and request that they refund you.
Offer to pay the fee they were charged to receive the payment so you would get a part refund (minus the fee).
If they refuse or don't respond then open a dispute for non receipt of item (as they have nothing to send you) then hopefully they will refund OR you escalate the dispute to a claim.
