Help, I sent money and they blocked the account of the person who received it

I sent a payment for an item and the person I sent it to had their account blocked! So I doubt they want to send me the item! Is it possible to recover my money if it is on hold in their account?

How did you send the funds ie which paypal option did you select?

What does it say on the transaction in your paypal account?

How did you fund the paypal payment which funding source?

Please answer all 3 if you want advice.

The gentleman from whom I bought the item sent me a payment request! I just paid with my card as I always do! In the transaction the gentleman put “for iPhone 13 pro max”
