I follow that steps, but unfortunately, it does not work. Google reply me an error message. Started with "OR-" bug code.
I have try it more than 20...25 times.

I have the same error you need to be over 18 google checks your bank if you are this age or over
way around create a new account that isnt linked to your bank and put funds in by your other account

I had an issue with this as well, I followed the instructions of adding paypal through the pc website which worked great for me, got paypal to show up in my google play account, then it said unavailable below it, after this I turned on parental settings within google play and set up a code there, and bam not only did the paypal account work but it will give you the option to set up the account as well, basically set up parental options within google play and it should work, at least it did for me, I hope this helps! cheers

Try checking your hosts file, firewall or some app which modified it or blocked some google domains.
It started to work for me when I disabled "magisk systemless hosts" and also removed gstatic on my /system/etc/hosts file (removed: 127.0.0.1 www.gstatic.com) . Had to reboot and wait until network cache was gone.
