DO NOT ring the number posted above as its been reported and may well be a scam as its against forum rules to post a phone number on here, + phone numbers for paypal change country to country.

What country is your friend in?

Number I referred to has not been removed.

has not confirmed their email address?

has not verified their paypal account by linking and confirming a card?

Actually no, my friend's account is normal and I already transferred money to him using the same account!
