Gpay pay pal linking problems

I have money in my gpay but my paypal and gpay wont link. It keeps saying "Sorry we cant do this at this time" or something like that and give no reason or solution on how to fix this problem. IS ANYONE ELSE EXPERIENCING THIS PROBLEM
