Getting money paypal stole from us back

I sent my girlfriend money via paypal, supposedly 4,000 MXN, but paypal took a cut and now I want to cancel the transaction but am not sure how since all the options for refunds are about vendors and I don't want her to have any problems with PP, any ideas?

If you sent it using goods/services and she was charged a fee then that fee is not returned as part of any refund made unfortunately.
