Funds on hold

I have been paid on July, 2nd. My PayPal account is new. I just want to get access to my funds, I've tried every single thing I could do: I did read all the articles, I've waited almost 7 days after verification. Yes, I know you're going to say that's the "Seller Protection" thing, blah blah "high risk seller". I do not care. The mobile application is getting on my nerves: there's an annoying "Accept Mandate" button, even when all of my bank accounts are marked as "Confirmed" on the website. They want me to wait 21 days, I'm not dumb or anything... please, just give me my money or atleast five reasons on why your stupid application is holding my funds.
