Fund Transfer after 180 days of account permanently limited

My PayPal account was permanently limited 6 months ago. And I got an email today that my funds are eligible to withdraw. I did not link any card or bank account before and now I can not add any bank account to transfer the amount. Could anybody guide me to solve the issue?

You can normally withdraw via any linked bank account / card already on your permanently limited account. I don't think you can add a funding source to that account as others have experienced this difficulty.
So your best option is to contact customer services and ask them to link a bank or card for you OR send you a cheque with the balance if that is an option in your country.
Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a private direct message via Social Media on Facebook, Twitter/X, or Instagram pages.
