Hi,
Why Can't I find the "Friends and Family" category for when I want to send a payment? It is not under the "send" button or anywhere.

They have only removed friends/family for BUSINESS accounts.
I have a personal account and they certainly have not removed it, I used it 2 hours ago.
If you READ their policy updates it clearly states remove from BUSINESS accounts.
However it's not available in every country and never has been .
Advice is voluntary.

@kernowlass - OK, Understood. Then why has my Friends & Family option disappeared when I have a Personal account? Is it not available in the US?

Absolutely its available in the U.S.
However sometimes paypal remove it as an option if sellers are using it to receive goods/services payments and thus evading paying their seller fee.
BUT when you say its missing are you trying to pay someone and its not showing? If so then could it be that they are in a country where the f/f option is not available and so you can't use it to send them money?

This portion of your answer makes the most sense regarding many users' concerns that the "Friends and Family" payment option has disappeared from their personal accounts:

Like a lot of people, I'm sure, I have family members (we are all in the U.S.) among whom we share expenses at times, and when we reconcile as to an amount owed to one of us, we have used Paypal to send money. It can amount to several hundred dollars, though usually not. It appears, and as I suspected once I could no longer locate the F/F option on my personal account, that Paypal's algorithms detected these larger periodic amounts as payments for goods or services, and thus removed my F/F option. There is no notification of this, given other people's concerns about the same issue... nor, apparently, any opportunity to appeal.
For people who legitimately are sending money to friends and especially to family, i.e. loans or gifts for school tuition and many other personal, non-business matters, this unilateral action by Paypal amounts to summary action. It is patently unfair and an affront to its customers.

UNTRUE. I have a personal account and suddenly I no longer have that option to send or receive GIFTS

Yes it's true. My only option, even though I type "GIFT" in the little text box about what kind of payment, is denied by PayPal and it shows as "bought an item or service." WHY? I am a US citizen and I cannot send a friend or family member a gift anymore - since when? I think it is because PayPal wants to gouge everyone with service fees, or why else is that option removed for people in the USA? Please someone give me a real answer about WHY this option was removed - and how we can dispute it in large numbers, class-action style. Because I KNOW I am not the only one frustrated by this and ready to take my account elsewhere - someplace they don't penalize givers or receivers of GIFTS with fees!

I think I have a personal account. But when I go to send funds, there is no friends and family option, just an option to send a gift card. What can I do to get the friends and family button back.

Welcome! Thank you for joining the PayPal Community Forum! I'm sorry to hear you've run into some issues sending funds via Friends and Family, I'd be happy to provide some guidance here. The recent update states if you have a Business account in the US, you should still be able to send personal payments, you just will not be able to receive them. With that in mind, this sounds like the issue is most likely with the receiver's account type, not yours. On a similar note, there are some customers who are unable to send or receive Friends and Family transactions based on the country their account is located in.
If you do not see the option to send money as Friends and Family, I would double-check with the recipient that they are able to receive a Friends and Family payment based on their location and account type.

I am in the USA trying to send money to someone in the USA. So I don't understand why you are commenting about another country.
Meanwhile, to send money, do I ahve to first transfer money from my bank account to my PayPal account?
When I push the key to send money, there is no button that mentions the friends option. Why is that?
Is there someway to verify what type of account I have? My name is Richard [removed].
