Friends & Family Fee with using PayPal Balance?

I've never noticed before and maybe it's always been a thing, but I'm trying to send money to a friend in Ireland and I'm based in the US. It's a Friends & Family transaction which normally is free, but not sure if it's because it's outside the US?
I sometimes sell things internationally and so I tend to have some euros sitting in my PayPal balance which is what I was going to use to send them some money. I switched my primary currency to Euros to make sure it didn't attempt a currency conversion and seemed like it was going to go through fine, but then shows "PayPal fee €1.15 EUR" which was just surprising.
If this is a standard fee for international, is there any guides or anything I can reference back to so I know what the fees will be in the future?

The minimum fee is GBP 0.99 and the maximum fee is GBP 2.99 |
Fees charged in different currencies for sending payments: We will collect the fee from balance in the currency in which the fee is payable.
Advice is voluntary.
