Fees for friends and family transaction (no currency conversion)?

I am based in Europe, and the recipient is in Canada. BUT: I have USD in my account, and I send USD to the recipient as "friends and family", so why is there still a fee added? The justification that it is "cross borders" is invalid when there is no currency conversion involved? I know Paypal can do whatever they want, but this seems like a rip-off.

There is 'currency conversion' + cross border fees.

If there is no currency conversion there are still cross border fees..

Thanks. But then it is a rip-off, because it won‘t make any difference for Paypal‘s internal accounting whether it is cross-border or not. Might as well add a fee for transactions between people of different genders.
