Fee -- Isn't PayPal FOC?

Hi, I tried to transfer money to my friend from my PayPal balance and PayPal charge me for almost $5 for the fee. I read every single line, my understanding is if it is transferring from my balance, it will be free. No fee. Correct me if i'm wrong. Thank you.

Depends if they are in another country / another currency is involved OR whether you have the friends/family option in your country and used it?
