Failed Transaction TopUp

I am following up on a failed transaction and I have also communicated with Safaricom Plc who have told me that the transaction is complete on their side why are the funds not reflecting on my PayPal account and I need to pay my school fees urgently???. Is there a problem at PayPal?? Case number: 1276636
