I see you're facing issues to withdraw funds and are getting error. Please check if there are any limitations placed on your account and also check if any additional verification is required. The payments can also be denied by the card issuer or bank end as well. It would be recommended to check once with them as well. Make sure the information on your bank and PayPal are exactly same. If you still face issues, contact PayPal directly and they should be able to look in to your account and help you accordingly.
